Did not copy (CWM-SuperSU-v0.94.zip) or backup OS. How to now copy OS to recover

The device is able to boot into fastboot mode. And can also boot into twrp recovery. But there is no OS on the device. Need guidance to copy / transfer OS (stock image) back on to the device.

I tried fastboot update image-nakasig-jwr66y.zip

I get Bootloader Version FLO-03.05
Baseband Version None

FAILED

Update requires 'tilapia'

You are incorrectly using the 1st gen nexus 7 ROM.

You want the flo/razor rom
