All Android OS updates have to be downloaded via wifi... that's the only way they will download.

Bought my Note 2 Sunday, had 4.1.1 out of the box. The update had downloaded and notification to install was waiting via 4G before I got home and connected to WiFi.

that's what I thought.... I don't even have wifi and it downloaded/installed just fine.

Mine was 4g. And I paid attention to the data use and it didn't move. So it didn't count against my cap.
