Did the Clear Google Services Framework "trick" to force OTA, broke Gmail sync

Normally, on my phone and tablet (Galaxy S4 and Nexus 7 gen 1), I get a notification for every email that comes to my gmail.

Yesterday, I heard that Sprint is finally releasing the Android 5.0 Lollipop update, so I tried to the stop and clear Google Services Framework "trick" to force the OTA. (Did not get the OTA yet)

Ever since, my phone does not properly give me notifications for gmail. My tablet does, but I didn't mess with anything on there. How do I fix the issue? All my gmail app settings are as they should be. To my knowledge, everything else is notifying properly.
 
This is part of why it is recommended to never do that. Signing out of your Google account, clear cache and then signing back in may do it.
 
To make things worse, it seems that when I go to the Play Store on my computer, my GS4 does not even show up as a device...

It is reinstalling apps after the reset, so incoming data on the phone is going at max. It missed one gmail notification, but it got the next two. It shows up on Google Play. I was overdue for a factory reset, so this thing basically forced my hand.
