Is there anyway to set up my Note 10 to not turn on the screen when a notification happens? It's pretty useless since I keep the phone in my pocket so I can't see the screen...

Go to settings, search for Lock screen and uncheck Notification. If you press on the Notification line, you'll get a few more options.

I'd like to be able to show notifications on the lock screen, just not have a notification turn the screen on. Turning the screen on for 20 seconds or whatever isn't useful to me; having notifications show on the screen when I turn the screen on is useful.

You have to choose hide content and icons only , are you using AOD?

It looks like it is not possible. I also searched the internet for a solution and I found that this is a problem that bothers a lot of people, from years ago.
On the other hand, I can tell you that my Note 10+ (still on Android 9) doesn't wake up on notifications at all, exactly like my Note 8. Because I do want my phone to wake up on notifications, I installed Glimpse Notifications app which does the job and it did it on my Note 8 also.
It also gives you the possibility to better control notifications on the lock screen. I think this app can also help you to disable the lock screen wake up. Give it a try. You'll always be able to uninstall it or just disable it. When I disabled it, my lock screen stopped waking up on notification.
