I will be traveling overseas and taking my nexus 4 with me; to use in WiFi, etc. I want to be sure to keep from making calls and using data while out of country; do I just need to "disable data" or "turn data off"? Will this keep me from accidentally making a call and loosing my service provider?

No need to take out or disable the sim card. If you don't want to use data, turn off your mobile data. If you do that, your phone will only be able to send/receive calls and texts, assuming you still have service, while roaming on another carrier's network. If you don't want both, data and calls/texts, to be active, then just turn on Airplane mode on your phone and then turn on Wi-Fi. This will set your phone on Wi-Fi only mode.

Once you make sure data roaming is turned off (which is the case by default anyway) you shouldn't be too worried about the rest. You should not get charged for receiving a text message and if someone calls you you will get charged only if you pick up, so you have control over things. You might as well deactivate your voicemail for that time period, or change your greetings saying you will not be listening to voicemails until a certain date.

If you are worried about "**** dialling" you can also try this app:

Really android central, this automatic censoring is absurd. I understand you guys are trying to make the forum more user friendly and I'm all for promoting courteous discussions, but this just looks plain old silly. Between that and every other post talking about the android central app for android or for google chrome and whatever mobile nation is I'm getting disappointed.
