I'm coming from the 950, How did you find the transition to Android? Did you load the Microsoft launcher? How about MS office? Do you like the outlook email app? How does the calendar look in the office app?
How did you get it at Tmobile already? I went to three stores and can't even play with a demo unit LOL. I think all the store manages took the V30 home with them for a few days.
So in technical terms, shutter speed is a mechanical function. During daylight exposures the shutter speed has to be sub-second (as I mentioned initially) so that your images aren't washed out by white light. This is true for any type of camera. During low light pictures, you want a slow shutter speed (in many cases in the seconds, minutes, hours, days, months) to gather as much light as you possibly can. A tripod or stable source (like the vacuum of space) is required for that though.
When you mention that shutter speeds are slow, it might be that your source is conflating the meaning of the word with what they think is slow.

Just did what they are still calling a pre order and less than 24 hrs later my T-MOBILE V30 is at my house! Going to a retail store this weekend to turn in my Note 8 to complete the JOD! Man this thing rocks, I will miss some things about the Note 8 but I do not regret trading it for the V30 so far.
