Where do you see blink settings in the Gmail app?

Gmail -> Hamburger menu -> Settings -> yourgmailaccountname@gmail.com -> Manage notifications -> Blink light

I can confirm that v16 fixes the issue. It was driving me crazy!

How do you find the phone app and how do you delete it? I have a Moto Z play on Verizon. Got a replacement phone because Verizon couldn't solve the problem of the phone not waking up. As soon as we connected a Bluetooth headset, same problem.

Settings -> Apps & notifications -> scroll through the applications list until you find the Phone app. Then select the three-dot menu in the upper right corner and choose 'Uninstall updates'.
Note that this path is correct for a Google Pixel device running Android 9; you may find it in a slightly different path within the Settings app on your phone.
