Do i need a google account for my android galaxy prime to use the voice services?

I have an android galaxy grand prime and do not know if I need to have to set up a google account on my phone to use the voice activation for calling?

No, but you need a carrier account to make calls. (And you should have a Google account to back up things like your contacts.)
