Do Not Disturb phone ringing issues?

I am presently running an unlocked Samsung S9+ on Verizon Wireless.

I am on Android Verion 10 and Kernel Verisom 4.9.186

A few updates ago I started having an issue on DND where the phone rings (as I have it set) but the phone application does not open on the screen making it difficult to answer the phone while trying to unlock it. Has anyone else seen this behavior?

Prior to the update (I wish I knew which one) I did not realize this was an issue till a relative had to go to the hospital in the middle of the night and I could not figure out how to answer my phone at 2:30am in a fog and the phone not showing up on the screen.

This is only when the phone is locked / AOD. If the phone is open it does ring with the phone app.
 
I did a Wipe Cache Partition as was the option, no change.
Ok try resetting settings
Go to system settings>general management>reset>reset settings
This will change your home screen back to stock if you customize it

Thanks for the assist however I found a post elsewhere via searching and it seems to have fixed it.

"Check the Do Not Disturb settings. Hide Notifications. Under "when the screen is off", make sure those two options are disabled. Hope this works for you!"

Now I only turned off one option, which was Hide Full Screen Notifications and that appears to have fixed my phone not ringing on DND. I left the No LED indicator as on...
