Every action you take, it'd indiscriminately test your patience to your maximum limit.

Try making a call or Try ending a call = 2 minutes
try opening your favorite instant group messenger = > 18 seconds. most likely die with ANR
opening a gallery = click-sleep for 4 hrs-gallery is still opening
opening a camera = click-shop a new camera-come back-camera is still opening

you might as well crush your phone in the shredder instead of doing factory reset. instant gratification guaranteed.

My GS3 was provided by my work and they require it to be encrypted. I have not had any slowness like you are having.
