Do Samsung Galaxy J337a series phones come factory with an app called "SKMS Service Agent"?

I've had some issues so I've been researching some apps I've noticed in my [Settings>Apps> More Settings: System Apps]
I just noticed an app called "SKMS Service Agent". What does this app do? What is it used for? How did it get onto my phone? How do I tell WHEN it was added into my phone?
