does sim card contain settings?

If my Droid Razr was accidentally locked and I don't know the password, can I remove the sim card and put it in another phone to retrieve my contacts and any other saved data?

Welcome to Android Central! Locked in what way? Did someone else set the screen lock and not tell you the password?

The SIM card does not contain any settings, and usually no contacts. Do you recall where you saved your contacts? It's usually either your Google account (which is always a good idea, since they get safely synced to your Google cloud), or the Phone Account, which gets saved locally to Internal Storage (not the SIM).
