Does anyone else suffer from stuttering video?

So as the title suggests, i am having some stuttering issues with my 10. I have purchased movies on google play, downloaded to device and they still stutter so i know it isnt a connection issue. It happens to netflix movies aswell.

Has anyone else suffered from this, is there a fix?
 
what video player are you using?
I use the default system player for videos sent over chat apps, and BS Player for Movies, shows, etc either on my SD card, or streamed from my server, and I've never had any issues.
 
Does the phone have any power-saving modes that might be throttling the CPU/GPU?
 
That appears to be some kind of video hardware issue, if it's happening the same thing in different players.

To be honest it is mainly on Google play movies that I have purchased. I downloaded to device so I know it isn't a streaming issue. I have copied some dvd's onto my phone and use vlc with no real issues, albeit they aren't HD videos.
 
It could be. Power-saving modes will sometimes throttle the CPU or GPU to save energy. Try turning power-saving off (or, if there's a "Performance Mode," turn that on).
 
Ok so I turned off power save and enable the high performance mode under developer options. That seems to have done the trick. The downside now being battery usage is severely spiking. Is there a reason as to why the high performance mode is the solution? I'd like to avoid using it to preserve battery
 
That's something you may have to ask HTC. Every phone manufacturer will do their own thing when it comes to designing their battery-saving modes.
