As you can check the file (image), eventually in my notification bar on my Moto G shows up one thing that I don't understand. "RESTRICTED ACCESS CHANGED - Data service is blocked "

When I click on it nothing happens and by itself it goes away. Can you tell me what it could mean? Thanks!!
