Does the Samsung Galaxy s8 plus has the same battery problem as the note 8

This phone called The note 8 it's battery hits 0% and when you try charging it it won't work the phone is completely dead

No, the problem is science. You drained the lithium ion so much, it needs a 'jump start' so to speak. A shop should be able to get it charging for you. In the future, stay above 20%,, and if you're really low, turn it off or plug it in.
 
Welcome to Android Central! When the phone reads 0%, it's not a true 0% -- if it were true 0%, the battery would be completely and irreversibly dead. 0% on a phone readout usually means that there's still a minimal charge left in the battery. But in order for the battery to sustain the boot process, it may have to charge for a little while before it has enough juice to do so. Plug it into a wall outlet and let it charge undisturbed for 4-6 hours. Then press and hold Power for about 20 seconds and see if it powers on. And in the future, as methodman89 mentioned, don't make a habit of letting your battery drop too low -- if you do that regularly, you'll shorten of the overall lifespan of the battery significantly.

I'm having a similar issue. I was a bad parent and gave my kid my phone when the power was at 12% just to shut him up so I could have some time to buy wine... Yeah, that sounds way worse...

Anyway, he killed it dead.

I get home, and put it on a charger. There is a ring with a few icons on it. I leave it for 30 minutes and try to turn it on. Nothing. I go through a few more steps online that involve swapping out chargers and cords, leaving for a few more hours. During that time, I tried a hard reset and saw a line flash across the screen. Just like a tiny few pixels in width line for less than a second.

Since then, nothing. Did I inadvertantly destroy my battery and phone? I'm going to let it sit on the samsung charger the rest of the night to see what happens in the morning.

Try stack charging it. Plug it in for 30 seconds, then unplug for 30 seconds - repeat over and over for 10 or 15 minutes and see if it will turn on.
 
sometimes you just have to let the battery sit on the charger for a bit. I've seen this happen with iPhones a lot and the customers just have to let the iPhones sit on their chargers for an extended period of time.
 
For me, I've tried shuffling chargers every 30 seconds for 20+ minutes with no success. It also sat on the factory charger overnight and nothing.

I think it could actually be dead this time...
