"Download" folder - unable to see contents on Nexus 7 - help!

I am able to see the files I copied to the "Download" folder in my Nexus 7 (when connected to the PC via the USB cable), however when I click on "Downloads" icon on my Nexus 7 I it simply says "No downloads".

On my other Nexus 7 I can see all files in my Nexus 7 when I click on the "Downloads" icon.... and there appears no difference in the two N7 tablets I have.

Any ideas why the files I copied across to my Nexus 7 Download folder are not visible when I click on the "downloads" icon? I tried deleting the "download" folder and re-creating the "download" folder ...via my PC ... but still when i click on the "Downloads" icon on my N7 no files are visible.

I have copied JPG to my DCIM camera folder and have no problem accessing / seeing these files in the "Gallery" on the N7

the difference is you copied file to one of your nexus 7 and downloaded files on other nexus 7.

only downloaded from internet will appear on the download list. copy pasted using usb is not downloaded it just transferred to your download folder.
 
On mine there's a "download" and a "downloads" folder. Also it seems slow to update the file list, having to unplug and replug the USB cord at times......

Why not create a folder with a more descriptive name for the files you want to transfer instead of using a folder that chrome uses to store files it downloads? Also, install a file manager like es file explorer.
