How can I download folders and files from my 2013 Nexus 7 to my desktop computer.. I have a cord that I can use, do I need an app to transfer? Or whatever? Thanks.

Your cable should act as a data cable. Once you plug it in, your PC should see the device and you can simply drag and drop files.
