I want to think that it's Verizon. Since this is a new type of network, they're constantly doing work on it that will impact the users. Until every market in the US is covered at the end of 2013 (when they promised to have 4G in all of the current 3G markets), you'll probably see more of it.
Then again, it could also be the first generation of 4G radios. It's like the first model year of a new or remodeled vehicle. It's going to have bugs or issues that will be solved in the next model year. Same could be said for the new Verizon network.
Or... it could be neither of these and I'm just blowing smoke. Who knows.
