Droid RazorM system ui has stopped working outside safe mode. How can I get it working?

Droid RazorM systemui has stopped working outside safe mode

My Droid Razor M (Android Version 4.4.2) crashed today and when it restarted the "Unfoturtunately com.android.systemui has stopped". What followed was a 30min adventure through various forums.

I was able to reboot into Safe Mode, which worked and I could move about my phone without issue. I unlocked Developer Options and saw that I was indeed still running Dalvik (ART seemed to be the culprit for this issue in most of the forums so I decided to start there).

But now I am at a loss, I haven't downloaded any new apps or programs that I'm aware of. Will clearing caches do anything? I haven't tried to restart out of safe mode yet.

I would try clearing the cache to see if that works and if not you might need to do a factory reset.
