As for pushing the limits, I think that Android has an issue with running more than one User account. Even though the storage is mostly unused, they get slow.
Unfortunately it'll be trial and error, going through the apps one by one and clearing cache. You can try narrowing it down by looking at your commonly used apps and online apps (I.e. Chrome) and deleting those caches first. Anything with a large cache would be suspect.

I've never tried using multiple accounts on a phone, so I'm not sure if that could be part of it or not.

It hasn't removed the option at all! If you go to your apps option in settings and choose the app you want to clear the cache for then tap on it and select storage and voila! You simply tap clear cache. Why do people perpetuate the myth the option has gone when in reality it is only the shotgun clear cache option in memory management that has gone? I am using a Samsung Note 8 and have never had the issue.

If you read the thread carefully you'll see that it's a reference to the feature which allowed you to clear ALL of the application caches at one time. THAT feature was removed in 8.x; now you have to clear the caches for each application individually or use a 3rd party application to accomplish that goal.
