Edit Fused Location

I have a smart TV box that runs on Android 4.2.2.
The unit does not have google play store or google play services.

The unit has GPS, I noted also Fusedlocation.apk in the system apps.
I have installed and tried to run GPS app in the unit, but none can run without google play services.
Need help in analysing the fusedlocation.apk, inorder to find out:

1. Is the unit currently getting locations in the background through the fusedlocation?
2. Is it possible to also access the locations of the unit through the Fusedlocation?
