The goal is to be able to change small things in some apps.
For example, there is an app called SnapChat which allows you to send a picture for 3 seconds and then closes the picture. In this scenario, I would like to be able to edit the .apk file to allow to stay for 4 seconds. Would this kind of this be possible?
How so?

There's no easy way to do this as you'd need to disassemble the apk, find the appropriate code snippet, reassemble the app.
Depending on the country you are from and the copyright/license of the app this could be seen as copyright infringement or hacking.

Why don't you just contact the app developers and send them a feature request and/or improvement email.
Every serious developer is happy to hear from his customers, especially if they have some ideas for improvement.

Cheers

Funny, the description says it supports times up to 10 seconds - I guess they knew what you wanted.

As the previous poster noted, it's illegal to decompile/edit/recompile any code other than open source code.
