They add or remove features and provide the end user with the ability to tweak many aspects of the device.

Roms & kernels can enhance battery life and make updates a bit quicker, rather than wait for your carrier).

There is more but i will shhhh and allow fellow members to elaborate further (plus I'm watching Walking Dead)

Rooting and flashing a custom ROM are different things. It's the ROM that's rooted, so rooting to flash a ROM (unless the app you're using to flash the ROM needs root access) is like washing your hands and then getting them dirty. The ROM you just rooted is getting replaced by the ROM you're installing.

As was said, different ROMs do different things, have different features, etc. (I'm running a Note 4 ROM in my Note 3, so it looks like a Note 4 and has some of the features of the Note 4.)

Im not an expert, but no... In order to flash a rom into your phone, you must first root. However, there are other reasons to root, as it will give certain apps access to do things they normally wouldn't ; check out Tweakbox for the lg g3 as a good example, and an excellent reason to root.

You do not need to root before flashing a custom ROM. You can just flash a custom recovery then a ROM, however most custom roms come with root embedded in them.

Correct! As is mentioned, normally ROMs come rooted. You WILL need to unlock the bootloader if it's locked, and you will need to flash TWRP recovery though.

FYI doing any of that technically voids the warranty.
