EL29 Battery Warning Screen

My wife's GS2 had an error message pop up this morning after charging all night. I turned the phone off and tried to get to turn back on but kept getting this screen. It finally came back on and seemed to be okay, other than the battery was showing about 85% charge instead of 99%. Does anyone know what this screen means? Is the battery going bad?
