Enable USB Debugging

Hi

Im trying to enable USB debugging on my new tablet. I have clicked on the build info 7 times and got the message developer options are now enabled etc, but it doesn't show up in the menu. Ive searched everywhere.

I go back to build info and click it and am told developer mode is already enabled. I am running the most recently version 4.4.2 and its a brand new device.

I have tried to restore it 2 times but the same problem

Look at the item in the menu right above About device.

Security is the menu item right above about devices, I understand this is where developer options should appear after clicking the build number 7 times, but it does not.
