Error message unfortunately, Google Account Manager has stopped, how can I fix this?

error message "unfortunately, Google Account Manager has stopped

I just did a master reset on my android 2.2 Samsung galaxy S4 and when i try to log into my google account to sync my apps and my contacts, I get this error message. I am able to start a new account but not sign into any existing account, i have tried 4 different pre existing accounts and they all give me the same error message, I tried signing out off all other devices, i tried changing the security on my google account, i tried disabling all the apps that use google and i tried to resting my phone multiple times to factory reset and still no luck. My theory is that wile during a master reset something needed to access my google account was deleted permanently, if i can only know what so i can reinstall it.

Welcome to Android Central! Sorry, can you clarify--this is definitely a Galaxy S4, right? You mentioned Android 2.2, but the S4 never had 2.2. Was that a typo?
