Do you get this using an app in particular? Are you in a good coverage area or with spotty reception? If there are any apps doing sync in the background (e-mail, chat apps, etc.) and you have a bad data connection, that message might pop up. I've seen it more often with chat apps like Telegram where the network blocks the traffic (i.e. China) or reception is poor.
