Ethernet adapter and Charging - Tablet

We evaluating using Samsung tablets for a few functions in our organization and we would like to have them connected to the network via Ethernet, and charge. They will only be running Chrome as a "Kiosk". Googling didn't reveal any real success stories. Couple thing:

Most locations we plan on using them don't have Wi-Fi
We want to stick with a Samsung tablet

we are going to give this a shot, but one review sounds like it still "Draws" more than it charges.

Should charge normally, but if you're going to have several of these, why not save the money on a ton of adapters and having to have multiple ports available to just getting a router and connect the tablets to that? I mean, you can probably find a basic router for pretty much the same as that adapter alone...
