Exchange ActiveSync only works over wifi

I have had my HTC Rezound for about 8 months, and set it up to receive my work emails through Exchange ActiveSync. It has worked all this time, but recently I have had to do a factory reset because of some problems, and since then I have not been able to send or receive email UNLESS I am connected to the WIFI at work! It does not work over the Mobile Network, it does not work when I am home over my home WIFI. I was hoping that when ICS got pushed to my phone that this problem would resolve, but it won't. Also, I tried downloading "TouchDown" for Smartphones, the free version, and the exact same thing happened. It would only receive emails when I was connected to my office wifi. Perhaps it has to do with the certificates, perhaps there are too many "sync relationships" connected with my Exchange2003 account. I have looked through, and tried, many of the suggestions offered on different threads but so far have not found a tip that works!
 
I used touchdown for 3 months over the air. I'm not sure why a factory reset would cause a problem. Try clearing data on the "email" application if that's what your using or Touchdown or whatever and try to set it up again from scratch.

This is a good suggestion but alas it does not help. I have deleted the account and reset everything (yes, the domain and server address are correct, and so is my username and password).
