Here is how to move apps to your SD card on a non-rooted MM LG G4. Note that this won't work if you have formatted your card as adoptable storage, it must be normal removable storage.
First go to the General tab in your Settings menu, scroll down and select Apps.
Next, select the app that you want to move (note that not all apps can be moved, especially ones that came built in)
Towards the top of this menu you see Storage and the size of the app, click on this.
If the app can be moved (remember that not all can) you will see a Change button, click on it.
Now you will get a pop-up to select either Internal Storage or your SD card.
You get one final screen to confirm the move. It takes a few moments to finish after you select MOVE
You have to do this separately for each app, which can be a chore (L presented a much better menu to do this with, I don't know why they buried this so deep in MM)
To help streamline the process I use the free/ad supported version of Apps 2 SD which will automatically discover which apps can be moved and give you a shortcut to each app's setting screen to perform the move.
As far as moving files/pictures goes you can use the built in File Manager to do so. You can also configure the camera app to store pictures/video on the SD card from within its settings.
