Extreme delay when pressing talk to place call

I press talk either in the phone app or when in the contacts section and the phone can take up to 30 seconds to dial. If i press dial multiple times, after the call goes through the phone will keep calling that person as many times as I've pressed talk. What could be causing this? THANKS

I've had that happen to me once. Are you using up all ur ram? Head over to task manager and see how much ram is being used and clear some up. I could suggest doing a factory reset.
