Exynos VS Snapdragon

Is true you have limitations with Exynos that you don't have with Snapdragon regarding editing source code?

Can i use use one of the USA models (that have Snapdragon) in my country (Italy) with italian network carrier?

If yes what's the best version from the american ones?

On Ookla this is the list in the mobile network chart:

1) T-Mobile
2) Verizon Wireless
3) AT&T
4) Sprint

Verizon is even 4th is the ISP list.

I would opt for Verizon version then, SM-G935V.
