Its an Apple brand. Like most things of such, Apple tries to ensure it stays only on Apple products. That and I am not sure its a stand alone app. I think its built into the iOS dialer.

Have you heard of this app called Skype? Works on Android 2.3 devices with a front camera and iOS for video calling.

But you can run a full iphone on android sooo....
