factory reset : purchased apps

if I do a factory reset my purchased apps will be deleted but if I reinstall my purchased apps will I loose my original purchase and must I pay again?

No, the purchase is saved in the store so you can just reinstall without rebuying the app.

as long as you use the same google account as the one you purchased the apps on you should be fine

All purchased apps will restored when you login to your Google Account, also In App Purchases can be restored from apps.
