Fascinate will not allow debugging mode or connect via USB.. HELP

I rooted my phone and changed the rom to the evil rom. now i cannot check the usb debugging mode nor can i connect to my pc with usb. help please.

ill also add that i cannot click on my usb setting on phone. will not allow me to open it.
