The ICS update for the Bionic is scheduled to begin in Q3 2012. We are in Q3 2012 right now. Motorola basically has until September 30th to make good on their word.
August 8th is simply a date on a calendar.
Personally, I would go back to stock if you're going to flash from 905 to 232 (note: 232 not 235). If you flash to 235, there's currently isn't a way to get back to 905. You will need to be on 905 to take the official OTA.

I'm pretty sure that particular piece of information is now incorrect. I believe they got a FXZ to 905 working now. It's been a while since I read that thread though, but I know a lot of people were taking the 235 plunge now.
EDIT: I went back and looked, they have made it possible to go to 235 and then MOVE FORWARD, but you're correct that you can't move back still.
As for the OP - If you install 232 over your current build, at least in stock, my wife's phone kept everything when I upgraded her. That doesn't mean that everything is going to work with the ICS version. Some things don't swing over unfortunately.
If you go to 232, and the OTA comes out, I am going to give it a week before I see or don't see the OTA coming to me. If I don't see it for a while, I'm going to go back to the 902 FXZ and then take the OTAs up as far as they'll take me.
As for the data drops, unfortunately I haven't experienced them in a LONG time now, so I can't say for sure whether 905 or 232 is better.
Finally, if you lose root, you can grab root again from RAZRsEdge - That's how I got it. And, if you have a Titanium Back up from 905 almost everything will restore in the 232.
