Probably a dumb question but how do I do this? I have the rear camera set to UHD16:9 60 fps and after recording it plays back at 1920x1080. Is that the limitations of the phone or im not actually filming UHD?

Playing through the phone? Probably a limitation of the phone (or the app playing it). (Remember, the phone doesn't play the video, an app plays it.)

Paying through a PC with a program that can handle UHD? That would be a problem - it's not recordig in UHD.

Make sure you don't have "super steady" activated. Go back into your camera, then video as if you were about to film and look at the top settings and make sure the "little wavy hand" (which is super steady mode) isn't activated.

It was activated

Super steady reverts to 1080P. I find the 30 FPS 4K to be much better IMO. Just filmed my last vlog in 4K / 30 and I'm very impressed.
