I did some research for you. Turns out the transparent bars, transparent app drawer, and NOW page are only part of the Google Experience Launcher. Google has not released the launcher for anything but the nexus 5 yet. GEL was not part of 4.4 so you're not gonna see those improvements until Google releases the launcher for the nexus 7.

You can download and install the Google Experience launcher to get these features, it's posted in these threads and do a Google search.
 
Getting it in TN do the framework trick a few times it WILL work to do so go to apps then all and close frameworks and reopen
 
Just received mine!! Austin, TX. Now just waiting on 4.3 for my Note 2. One out of two isn't bad:)
 
One Framework reset and KitKat is on its way here in WV.

I'm running the Google Experience Launcher atop KitKat after a hard reset to ensure things are pretty tidy. I'm noticing a couple of minor bugs:

1. The well-documented "overlaying search bar / widget bug; and
2. No transparent status and nav bars on the lockscreen (which I haven't seen anyone else mention).

Otherwise, everything seems to be running pretty well.

BTW - does anyone have an APK for the News/Weather app on the Nexus 5?
 
I'm in VA and hit "check now" so many times last night and ... nothing :(

Only the first time "counts" when checking to see if you'll get the update or not. Hitting it multiple times won't do anything until Google's internal batch counter rolls over. I don't know how long that takes but it's likely measured in hours, not minutes. If you don't get the update after checking, just wait a couple hours and try again.

Also, don't reset the Google services framework to force the update. Yes, that can get it to you faster but according to a Google engineer it can cause problems for you down the road. Just be patient.

I've just got the OTA KitKat update for my Nexus 7.

I'm looking to read that 4.4 KitKat completely obliterates the touchscreen lag that I saw on 5 different samples of the '13 Nexus 7. If I read that everyone that got the official OTA update to KitKat no longer has touchscreen issues I may go ahead and jump onto an LTE sample. Otherwise, I've had quite enough of the Nexus 7. Best of luck to all that are hang'n in there though.

Finally got mine in colorado. I don't like how they changed the color scheme in the status bar, I liked the blue more than the white. They 🔯 me
