Finger pointing with the 4.0.4 update

I can't figure out why Apple is allowed to push any update at anytime on VZW, but android updates for any device must be tested and pushed out by Verizon. Can someone tell me why this is the case?

Just wait till the new iphones this october are lte capable with verizon. Since it is their private code, apple owners will have to wait for approval for updates to 4g lte devices just like us on gnex and razrs to get updates. I doubt they'll allow apple to have it if they won't allow google to have it either. Just my opinion.

Why would the iPhone being 4G matter? Long waits for updates aren't a new 4G phone only thing on Verizon. If anything Apple might have to give Verizon a heads up on when they are pushing their updates, which I'm sure they already do.
