The problem I've noticed with a dry finger is that it slides around on the glass (especially when I'm walking). If I counteract the slipperiness by holding my finger extra steady on the sensor (pressing a little harder than usual can help), then it usually works.The item that helps the most is moisture on my finger.

No. Because all it does is just check if the sensor can pick up anything. It doesn't check the security aspect of the sensor.
How can you tell? Run the test with a finger you didn't register. It'll pass.

That means can rule out warranty issues , the module works its your prints , try register them , maybe same finger twice or the best finger the sensor pick up..It says it's working but it isn't reliable.

I never disputed that. The FPS doesn't work the same for everyone though. Try to notice the humidity when it works and when it doesn't. I've found that most FPS tend to fail when it's really dry. And there's nothing we can do about it at this time, other than use whatever secondary means we've set up - password or PIN. (Maybe one day they'll have the firmware "tuned" enough that it can compensate for dry fingers.)It says it's working but it isn't reliable.
