Firewall settings?

I've been trying to pay my Property taxes on-line without success. I've tried both my laptop and my S20 FE. The site keeps timing out. I've been in contact with the County's IT Department & they're telling me that I have a firewall issue. I've Googled & searched everywhere for how to modify or temporarily disable my Samsung firewall. Can anyone help?

Does this happen on both wi-fi and mobile data? You're not using a VPN, right?

No VPN. I've tried just using mobile (no Wi-Fi). I've used my wife's S20 as a Hotspot. I've used my S20 as a hotspot for my Windows 7 laptop. I've used Chrome and Firefox.
I pay property taxes in both WA & CA. I've been able to pay my CA property taxes with my phone, with no issues. I think they are just blowing me off. I'm going to mail the check instead. I was just interested in trying their suggest, "Turn off the firewall, the problem is on YOUR side."

Edit: For some reason, when I click on it HERE, it opens. Weird. If I copy and paste that url into Chrome or Firefox... it times out. Headscratcher.

Opens for me on my Chromebook and in mobile Chrome on my Pixel 6 Pro.

You're not using any kind of data saver or lite mode in the browsers, are you?
