For those that have the low notification issue, where it sounds like it cuts off in the beginning, due to the escalating volume feature, it appears that Motorola is working on a change that will address the issue.

via MattForumMngr on the Lenovo Support Forums:

I'm happy to report that we're finalizing a software change that will address this issue and restore the notification volume to previous levels. We expect to start final testing very soon.

I'll provide more information when I have details on delivery of the software.

MattForumMngr also notes that this update will make it's way to all Moto Zs (Droids and Unlocked) eventually, but obviously not at the same time.

It applies to them all but that doesn't mean they will all get the software change at the same time.

I have to agree, this is the only bug so far I am not happy with. I cant hear text messages, nor alert tones for emergency dispatches. Grrrr. My step dad will probably have to take his back, he cant hear them at all.

Can you change the notifications to another ringtone that is longer?

You can't change it to a ringtone unless you also put the ringtone in the notifications folder.

Please, keep us updated regarding the bug.

When fixed I'll update my july patched z play immediately.

I just sideloaded NPL25.86-17-3 (released in Mexico) on my Telus version, and it fixed the quiet notifications. The fix is out, it's just up to the carriers and Moto to push it out.

Note: This is a small OTA (~500MB), and not a full update, so you will have to already be running Nougat for it to work.

I got my update for the Droid Z Play today and the audio works just like it should. Thanks Moto for addressing the problem.
