Is there a standard stock Flashlight app?
If yes, what its name?
It should correspond to the flashlight in the control panel when one drags down on screen.
If no, any recommend flashlight apps and why recommended?

2.
Any setting to allow flashlight to turn on when just pressing a side button (, like in an urgent situation and you just want to get light on fast without too much fussing) ??
 
Here or press and hold Bixby button and say turn on flashligh or just download one of the many apps in the playstore and put a shortcut on your screen.

There's no actual stock flashlight app apart from the toggle on the notification shade.

You can either tell Bixby to do it or have the flashlight on the Edge panel using the Tools Edge. You can also rearrange the notification toggles so the flashlight is available among the first 5 when you pull down.
 
don't download a flashlight app, they are junk, usually, and do nothing.
you can use a bixby, Google Assistant, the notification shade or apps edge had a really nice widget.

I don't exactly agree with you. flashlight app actually do the job of turning it on and off.

and they often doing a lot more for your money
like
giving you random popup when you are doing something else
reading your text message.
reading your location
slowing your phone
giving you trojan

yes it is working when phone is locked. just hold Bixby and said turn on flashlight. you can even said. hey Bixby ! turn on flashlight without holding the button not unlocking the phone. if you have the hey Bixby option turn on
