Flashlight while video chatting?

Is there any video chatting app out there that lets one enable the flash while using the rear camera?

Most likely not. Only one app is allowed to use a hardware feature at a time and the flash is part of the camera hardware that your video chat app is already using even though the chat app is not actually using the flash.

I understand. I was thinking more along the lines of it being built into the app, similar to how the flashlight stays on while recording a video with flash turned on.
