What is it, but more importantly, how do I get rid of it?
I can move it around with my finger

This is strange for me at first. My newly acquired Note 10+ have the same duplicate white dot. But the camera settings as shown were not there, but as soon as I aligned the movable white dot with the white shutter, it immediately merged, and could not be separated anymore, even after rebooting the phone. Could be a software bug. Can't screenshot as it won't show the second dot.

It's an auxiliary shutter button for folks with small hands or want options.
Your setting it likely in another spot, as Samsung likes to make things different across models and Android versions.
