Does the Virgin mobile HTC 3D Evo have the FM radio. The Sprint version has it. If it does where to locate it?

Yes, but you need headphones to use it because the headphones act as antenna.

I know about the headphones. Does the FM radio appear as an app or icon. Can't find it in the settings menu.

Also bear in mind that headphone cord length also matters. If you're unable to get a good signal, you may need to use a longer cord. My preferred earbuds are short and don't pick it up too well. The longer ones that I have to coil up in my pocket do nicely.
