Folders keep reappearing after I delete them on my ANDROID GALAXY 6

There's this CRYSTAL GLOBAL EXPRESS folder that keeps showing up in my DEVICE STORAGE on my ANDROID. What is this folder & why can't I permanently delete it?
 
I have the same folder on a Galaxy S5.This is what I see in my local device storage:
- CrystalExpressGlobal
- 169b7928
- Creatives
- .nomedia (this is an actual file not a folder)
Does anyone know what this folder goes with, I never seen it before until just recently but I want to remove it.
 
I have the same on my phone. It came from the child support website. Pull out your Sim card and factory reset your phone. I've done this 3 times now just to make sure I knew where it was coming from. It IS the state website.

I've never been on any child support website lol. It's gotta be from an app. Is it a virus or anything?

Same issue here, I tried:
- Deleting the folder but it annoyingly reappears, even if you rename the folder another one is created.
- Removed SIM card and used a new SD card, the folder wants to connect to the last SD card inserted on the phone. The CrystalExpressGlobal folder temporarily disappears but a random generated number file (ex. 54474168617) can be seen in my local storage (this random numbered file also magically disappears after a few sec).
- Scanned my phone with malware apps but didn't see anything.


I didn't download any app (battery doctor, etc...)
I didn't access any child support websites.
I just downloaded a file from microsoft.com using Mozilla Firefox and I have a rooted phone.

Is this folder a malware or virus? Or is it connected to an app? Could someone help us, please:'(

The tool Battery Saver in the app. seems to be what creates the folder but the folder doesn't seem to contain any useful data. By turning off the Battery Saver Advance Features appears to prevent the folder from being recreated after deletion.

You don't need any form of task killer or ram managing app. All those things do is eat battery and slow your phone down. All their claims of making your phone faster is known to be false. Clean Master and all similar apps are a bunch of rubbish.

Yep, true... completely removed them
 
Uninstalll then restart ur device or u can disable Auro Sync, choose just important data for sync purpose and dont connect/link any f account in your mobile..
The stubborn files even doesnt harmful it is wise take cautious,file exe, sometimes use by other app to hide another files..
