freezing wireless tethering manager

I have searched and did not find my answer so here goes. I have the Samsung Infuse, rooted, running Zeus- which does not have wireless tethering built in due to his personal choice. That's fine since there are work arounds. One work around is to use Titanium Backup to freeze the att wireless tethering manager ( which I have done)- this is suppose to allow using the native tethering hotspot built into the phone. I don't have a tethering plan- in fact I only have 200 mb. I don't tether often or for long.

So, last nite I was having a problem with my tablet and needed to double check wifi connections. So I started the tethering hotspot and got the response- you need a tethering plan to use this feature...yadayadayada. I was under the impression that freezing the tethering manager allowed this feature to work without an att tethering plan. ( It was still frozen- I double checked!)

So I used my wireless tether for root users to check my tablet. This worked fine, my tablet recognized the connection, and all was good. Didn't use any data, disconnected.

So the question is- why didn't freezing my att wireless tethering manager allow me to use the native hotspot?
 
I used Gemini to freeze TM on my infuse when it was just rooted. Never had a problem using it with that app. Gemini is free so give it a shot. I'm now running serindipity 7 and it excluded tethering manger I think because I didn't have to freeze it to use factory hotspot. In fact I didn't even check to see if it was there.
