Fresh Wipe, No Sim Card.

So I have an old Razr that I plan on giving to a family member as a WiFi only device.

Problem is, it hasn't had a Sim card for awhile, no clue where it is and I just did a fresh wipe without knowing I can't setup the phone without one.

Any ways around this? I have a Turbo currently, so can't just pop mine in it to get through setup.
