Just in case anyone else was having trouble with this. After the Android 10 update, I factory reset my phone in a futile attempt to fix a known bug with Android Auto and Android 10 on Samsung phones. After the reset didn't work, I went to check and see if I could download my original settings from Samsung cloud as I had enabled it quite a while ago, and it was doing weekly backups.

Well, the shortcut was gone. And the old method of going to accounts->Samsung Accout->Services no longer shows the cloud.

After a bit of digging, I found a solution to get it back. (Note: This works on the S8+ also, I tried it there as well)

Step one, Download "Quick Shortcut Maker" from the Play Store

Step two, Open Quick Shortcut Maker, and search for "Cloud"

Step three, Click the SECOND instance of Samsung cloud as shown (Others may work too, I just know this one did for me)

Step four, Click Try (This actually opens the cloud app)

Step five, Click the three dots (upper right, and select Settings). From there, you can enable the built in home screen shortcut

Now you can manage your backups and restore settings, etc from Samsung cloud, EVEN if you have VZW.

You're correct. I never noticed because I only sync photos to my local NAS. But, it does sync most of your settings and it's handy to have in case your phone dies with no access to your old phone settings for Samsung Smart Switch. It also seems to being settings over more cleanly after a factory reset (At least on my phone it works better than Smart Switch)
🤷*♂️🤷*♂️
